High School students smoking

My family and I live in Beacon Hill. We moved in almost 4 years ago. Because we moved in in the summer, school was not in session. Had it been, we never would have moved into the house in which we live. To our dismay, once the school year started, apparently so did the year of the smokers. Every day I walk my young children down the block past a cloud of smoke created by our beloved high schoolers. My husband and I have asked them nicely to move, which they do for that moment, but when they come for their next cigarette  break, they are right back in front of our house smoking away. We have tried everything. We have gone to the police, who said it wasn't illegal for them to smoke, to talking to the school. These kids don't care, and they have no respect. They have completely ignored us at times. We are at our wit send and don't know what to do about it anymore. We thought of putting a camera there and posting pictures of the smokers, but we don't want to antagonize them, as they know where we live and we have young children. I couldn't imagine ever being so disrespectful. We don't know what else to do. Does anyone have any ideas?
