Yeah, good luck explaining yes, you just paid $14M, even outbid the other greater fool, but you think the property is worth less.

That will not happen. Now suppose the buyer does a $6MM renovation. Is the assessment now $20MM, or $14MM?

For a $6M reno done legally, through ToNH, final valuation would then be $20M.
